QFIL flashing over Qualcomm Emergency Download Mode (EDL 9008) operates below the Android bootloader layer and does not require an unlocked bootloader. Do not attempt to cross-flash LTE modem partitions (NON-HLOS.bin) onto Wi-Fi-only hardware.
